the existing régime. It will be appreciated, however,
that any treaty with China entered into by His Majesty
modifying the present system would necessarily affect
all subjects of His Majesty resident in China (see
paragraph 4 of my despatch 18th August 1930 Doms.
No. 447 Secret) and there seems no doubt that this is
the basis on which the Chinese Government are proceeding.
In the circumstances we imagine that there would be
general agreement amongst all Members of the Commonwealth
that it would be proper that the Treaty should be signed
on behalf of all Members of the Commonwealth by pleni-
potentiaries or a single plenipotentiary holding separate
full powers in respect of the several Members.
We should be glad to learn at the earliest possible
date whether this procedure will be acceptable to His
Majesty's Governments in the Dominions subject of course
to the understanding that the terms of any definitive
draft treaty which may emerge from the negotiations will
be telegraphed to Dominion Governments for approval.
